In the State of California, construction is regulated by the Department of Consumer Affairs, Contractors State License Board (CSLB) and the Business and Professions Code, Division 3, Chapter 9, also referred to as the "Contractors License Law." Contractors are required to be licensed and maintain a surety bond on their license.
Anyone performing home improvement work valued at $500 or more (combined materials and labor) must be licensed by the Contractors State License Board. A down payment shall be no more than 10% down or $1,000, whichever is less.
